KPN promotes Wouter Stammeijer to CFO and names Cibic CTO

The Dutch telecom group will put both leaders into new roles on November 1, as COO Stammeijer takes finance and long-time KPN executive Vladimir Cibic leads technology.

Royal KPN announced that it will promote Chief Operating Officer Wouter Stammeijer to chief financial officer and appoint Vladimir Cibic chief technology officer, with both changes effective November 1, according to IEX.nl and KPN’s release. The Dutch telecom operator said the moves form part of changes to its Board of Management and Supervisory Board.

Two internal appointments on one timetable

Stammeijer has been COO and a member of KPN’s Board of Management since 2023. He joined the company in 2010 and has also held roles in investor relations and strategy. KPN said his experience across finance and operations, together with his familiarity with the company and telecom sector, made him a fit to lead the finance function. The announcement does not identify a successor to his COO role.

Cibic has worked at KPN since 2000 across IT, digitalization and customer experience, and most recently had responsibility for cybersecurity. He will take the CTO role on the same November 1 date. KPN plans to propose him for a seat on its Board of Management at the 2027 shareholders’ meeting. That is a later governance step; the technology appointment itself is scheduled for November.

The company’s structure is also being simplified. IEX.nl reports that KPN’s Chief People Officer will report directly to CEO Joost Farwerck from October 1, while the Board of Management will continue to have five members. The reporting connects the executive appointments to a broader adjustment in how senior functions are organized, rather than a change in the size of the board.

KPN has not named the previous CFO in its announcement or described a separate handover period. The public timetable is straightforward: Stammeijer moves from operations to finance, Cibic takes the technology portfolio, and both changes begin on November 1. The company’s stated rationale centers on Stammeijer’s experience and on organizing its management functions; it does not give a separate explanation for Cibic’s appointment.

The technology role links to other recent C-suite designations in the archive, including Disney’s creation of a first CTO position. The companies have different businesses, but both moves put a named leader at the top of a technology function.
