Global Indemnity appoints Jessica Buss CEO to lead specialty insurance

Global Indemnity Group has appointed Jessica E. Buss chief executive, effective immediately, succeeding Joseph W. “Jay” Brown, who has led the specialty insurer since 2022. Insurance Business and RTTNews reported the move on November 2; the company’s announcement says Buss will also lead operating platforms Katalyx Holdings and Belmont Holdings GX.

Buss joined Global Indemnity’s board on October 26 and remains a director. Her appointment as CEO followed one week later. She previously led GuideOne Insurance, Argo Group and Open Lending, and earlier held chief operating and financial roles at Rockhill Insurance. Global Indemnity says that during Buss’s time at GuideOne, premiums grew beyond $1 billion and she built a $400 million excess-and-surplus business. Those are company-reported milestones; the announcement does not provide a separate assessment of the conditions behind that growth.

The mandate centers on scaling the specialty platform assembled by investor Fox Paine and expanding Katalyx into excess-and-surplus managing general agencies across wholesale, retail and direct-to-consumer channels. Global Indemnity says it has five AM Best A-rated insurance carriers, more than 350 wholesale agency offices, 12,000 retail agents and a direct channel. Its proprietary Kaleidoscope platform supports underwriting, policies and data, including AI-enabled tools for evaluating and pricing risks outside traditional binding authority.

That operating model places recruiting and specialty underwriting capacity alongside distribution and technology. Insurance Business reported that the excess-and-surplus property market is softening while casualty conditions remain difficult, adding a current industry context to the company’s expansion plans. The company said Brown viewed the rollout of Kaleidoscope to agency partners as a suitable time for the leadership transition. It did not state what role, if any, Brown will take next, so the announcement should not be read as a retirement notice. Beyond the CEO change, the announcement puts recruiting front and center, citing Buss’s experience attracting talent and building specialty underwriting teams as part of her fit for the mandate.

Buss now leads the holding company and two operating platforms, with the stated brief to scale specialty operations. Encafeinados recently covered another insurance-sector leadership appointment when Edward Moncreiffe took AIA’s regional CEO role. The moves are separate, but both show how insurer leadership can be organized at different levels of a group.
